The project was financed under the Open Regional Fund for South East Europe and aimed at developing a standardized model for calculating operational and maintenance costs across SEE and Moldova’s waste management communal services; the objective of the project was the enhancement of financial control of waste management activities. The model was seeking to contribute to attaining cost recovery while maintaining affordability of tariffs throughout the modernization process of SWM services.

Our international expert was responsible for assistance and specific advice provided to local experts, in the process of elaborating the model. Challenges of the project included identifying hidden costs, dividing overheads between separate activities, benchmarking, evaluation of existing accountancy rules, development of a unitary model, etc.
