World Bank is supporting the Moldovan Government in developing a coherent project for enhancing productivity and resilience through climate-smart forestry and agriculture in targeted landscapes and through strengthening national climate forecasting and disaster management systems. The Moldova Climate Adaptation and Forestry Project (“MCADFP”) is currently prepared by a joint team of experts from different institutions together with a team of external consultants. The project was also assessed from a social and gender perspective by us. The tasks performed by Green Partners included preparation of a Social Impact Assessment framework (SIA) and Gender Assessment document including all necessary additional documentation which may be required to satisfy specific World Bank safeguard policies. Under the SIA process a socio-economic monitoring framework, a stakeholder engagement plan and a resettlement policy framework (RPF) were prepared to cover the entire project area and to manage involuntary resettlement, land acquisition and losses of property and livelihoods.
